Glamsterdam moved from preparation to public-testnet evidence. At Thursday’s AllCoreDevs Execution call, Nixo reported a successful Sepolia fork, and Stefan Starflinger reported that its gas limit had reached 200 million. The call then selected October 26 UTC for Hoodi and requested client releases by October 16. The editorial priority now shifts to operator readiness and adverse-case coverage: a successful transition provides useful evidence, but cannot establish readiness under broader participation. Meanwhile, Hegotá advanced account-migration proposals to CFI, adding direction without committing to a particular post-quantum signature scheme.

Hoodi puts operator readiness ahead of calendar certainty

The selected Hoodi time is October 27 at 01:42:48 WITA, epoch 132352, equivalent to October 26 at 17:42:48 UTC. Lodestar merged that timing and a 200-million gas-limit schedule on October 9 WITA. The coordination repository’s scheduling PR remained a draft when checked. The call decision and one client’s merged configuration are therefore the concrete evidence; neither proves that every required release is available.

Potuz warned that Hoodi’s staking operators need preparation time and requested fallback controls for builder networking. Barnabas Busa also reported limited external-builder participation on Sepolia. Watch the October 16 release target, operator uptake, and builder participation before treating Sepolia’s outcome as representative of Hoodi.

Gloas fixes close two builder-payment edge cases

Nico Flaig’s consensus-specs change merged on October 5, settling builder payments before processing the parent’s execution requests. The PR describes an exit-and-withdrawal sequence that could credit a builder twice on the execution layer while deducting only its balance on consensus. The fix also accounts for withdrawals already selected in the same payload when sweeping the builder’s balance.

Justin Traglia’s October 8 merge clears a proposer’s pending builder payments whenever the proposer is slashed. Previously, an equivocating proposer could avoid payment cancellation by receiving a different slashing first. Both merges establish specification corrections. The next evidence to seek is client adoption and regression results before Hoodi, rather than assuming the specification merge establishes deployment.

Hegotá advances account migration while rejecting ML-DSA inclusion

The merged scope update moves eight proposals to CFI. The strategically significant pair is EIP-8151: Account Code Restricted ecRecover and EIP-8298: SETCODEFROM Code Reuse Instruction. Their proposed combination lets an account adopt wallet code and restricts subsequent authorization through ecRecover using its former ECDSA key. Carlos Perez and lightclient argued for the pair as a post-quantum migration path. Besu’s Justin Florentine retained reservations about priority and complexity but declined to block inclusion consideration.

The same scope update declines EIP-8355: Precompiles for ML-DSA Verification for Hegotá. During discussion, Antonio Sanso objected to scaling and zkVM costs, while Danno Ferrin argued for cryptographic agility and suggested standardization without immediate activation. The editorial distinction matters: account migration gained support, while one proposed verification primitive did not. CFI still leaves implementation and compatibility work to resolve.

Quick Slots gains executable rules before a combined devnet

Barnabé Monnot’s execution-specs PR merged the execution-side changes for EIP-8198: Quick Slots on October 7 WITA. The Bogota implementation uses a maximum base-fee adjustment of 5/48 per block and leaves the gas-limit rule unchanged. The PR explicitly labels its blob target of 12 and maximum of 18 as provisional, pending agreement with consensus. These are executable testing parameters, not evidence that all activation parameters have converged.

Traglia proposed an October 28 launch for heze-devnet-0 with at least three clients. His proposal would combine FOCIL with the currently CFI’d consensus features, retaining twelve-second slots if Quick Slots proves too much. The proposal precedes the next testing call. Watch an agreed scope and actual multi-client launch before treating the date as a commitment.

Standards records catch up with review outcomes

A merged bulk update moved 23 Glamsterdam proposals and Upgrade Mascots to Last Call with November 1 deadlines. The PR explicitly distinguishes that review deadline from a mainnet activation date. The deadline creates a concrete review window; the status change itself does not establish client readiness.

Two previously watched ERC reviews also reached a documented outcome. ERC-7945: Confidential Transactions Supported Token moved to Final, as did ERC-8167: Modular Dispatch Proxies, both on October 8 WITA. These merged transitions resolve the earlier deadline watch. They establish stable standards records, not adoption claims.
